Energy projects as a lever for rural development — Local prerequisites, opportunities and barriers
The central analysis task of the project is the implementation of case studies and in-depth analysis of different types of energy projects from rural municipalities in different parts of the country. The case studies will contribute to a better understanding of the various complex dynamics and factors at play in relation to different types of energy projects, framework conditions and local contexts. In the case studies, there is a particular analytical focus on identifying experiences and experiences among local development actors (such as companies, public authorities, civic groups, NGOs) in relation to this. :
- The importance for achieving local effects of energy projects (a) management and ownership, (b) stakeholder composition, and (c) technological content and complexity?
- The importance of the opportunities for achieving positive local effects of the energy projects of the area's business and skills structures and other location-linked resources
- How municipalities are involved and how they experience their opportunities and barriers to influence energy projects so that they create site development?
- Finally, the national and structural framework conditions (regulation, regulatory requirements, planning law, policy and support schemes) that are assessed to affect the selected energy projects are examined. What opportunities and barriers do the national framework conditions provide for municipalities to influence the planning and implementation phases of energy projects and thus their local effects?
The results from these analyses are the focal point of a dialogue process with a group of selected local and national energy experts who can qualify the project results and analysis work. Based on the knowledge gathered, an important function of the expert group is to make suggestions and recommendations for (perhaps new) and important interventions at all scales that can help ensure local effects and development in connection with the planning and implementation of energy projects in rural municipalities across the country. The overall input of the expert group is included in the project report as a perspective part.
